No vehicle shall be parked on any street in the Borough of Leonia between the hours of 9:00 a.m. and 11:00 a.m., Sunday through Saturday (seven days a week), unless the owner of the Vehicle is a Resident and or Employee of Leonia, and they have obtained a parking Hang Tag, provided at Borough Hall with proper documentation.

Any Resident seeking a Hang Tag is required to supply, the form below filled out, a valid Driver's License, their vehicles registration and if neither of those documents shows their current Leonia Address, then proof of address is needed (lease, cable bill, bank statement, etc.).  Any resident may acquire one vehicle hang tag per vehicle owned, though new documentation must be submitted for each vehicle.

For employees working in Leonia, you can acquire a hang tag by having your employer submit the same paperwork, and including a letter from them authorizing the hang tag.

Permits and stickers are required for designated parking spots in the Elm Place Parking Area and may be obtained from Cui Wang in the Administration Office. 

According to the Ordinances S 190-9 (C) (updated by Ord. 2025-24), Permits and Stickers for the Elm Place and Beechwood Place parking areas shall be issued following application to the Borough Administrator or the Administrator's designee, on forms provided therefor, which forms shall request the name and address of the applicant, vehicle description and license plate number. The fee for such permit and sticker shall be as follows (Please bring your license and registration so we can make a copy and attach it to your application):

(1) Noncommercial vehicles, annual fee: $500

1. For permits requested between January 1 and June 30: $500
2. For permits requested between July 1 and September 30: $375
3. For permits requested between October 1 and December 31: $250

(2) Commercial vehicles, annual fee: $3,000. No proration of the annual fee is permitted.

(3) No change.

Applications must be submitted fourteen days ahead of time using the online Block Party Application (found below).  Applications may only be submitted by a resident 18 years of age or older who lives on the block in which the party is being held.

Approval
Borough approval will be considered first by the Police Department. Once approved or rejected by the Police Department, the application will be forwarded to the Borough Administrator for review. If for any reason, either department feels that there is a reason to deny the application, they shall do so and notify the applicant. When the Borough Administrator completes approval, the applicant shall be notified and any additional considerations will be communicated at that time. The emailed notice of approval shall constitute any proof, if needed, that the application was approved.

Events

•  Must be between 10am and 10pm
• During block parties, no obstructions may be placed in the street, which could impede the entrance of emergency vehicles. Anything placed in the street must be easily and immediately removed in the event of any emergency.
• Barricades or other devices must be provided by the Borough/Department of Public Works only. They will be dropped off the evening before the event for you to place in the street. They must be placed back on the side of the street as soon as the event ends for DPW to pick up.
• Applicant is responsible for the event, shall be the emergency point of contact, and shall be responsible for cleanup during and after the event.
• Noise levels shall be kept within a reasonable volume
• The Borough of Leonia is to be held harmless in the event of any injuries or damages resulting from the block party.
• That the property owners on the affected properties have been notified, and a majority have approved of this event taking place. 

1. What documents do I need for my minor child (under 16) to obtain his/her passport?

   You’ll need:

   • DS-11 form filled out in black ink, no white out.
   • A passport photo.
   • Two checks (one to the US Department of State, the other to the Borough of Leonia)
   • Copy of birth certificate if renewal. Original or certified copy of birth certificate if applying for a first-time passport.
   • Copy of both parent’s IDs front and back (Driver’s License or passport).
   • Both parents must be present. Or have the absent parent fill out form DS- 3053 Statement of Consent: Issuance of a US Passport to a Child and have it notarized.
   • Child applying for the passport must be present.

      

2. Do I need an appointment to make a passport?

   Yes, email Cwang@leonianj.gov or call 201-592-5780 x225 for an appointment. We do not accept walk-ins.

    

3. I’m over the age of 16, which form do I need to renew or obtain my passport?

   If your last passport was issued prior to your 16^th birthday, you will need to fill out DS-11 and make an appointment with a passport agent. If you were 16 or older when your last passport was issued, then you will need to fill out DS-82, sign, and mail it at the post office. You will not need to sign in front of a passport agent.

4. Do you send out renewals for adult applicants (16 or older)?

   No, we do not process renewals. If you have answered yes to all of the questions on the front of form DS-82, you can mail it out at the post office.

   You’ll need:

   • DS-82 form filled out in black ink, no white out. Sign and date.
   • A passport photo.
   • One check made out to the US Department of State ($130 for Routine, $190 for Expedite). Write your full name and birthdate on the check.
   • Your old passport (mail with form in the flat rate envelope)
   • Flat rate envelope.
      
5. I need an appointment immediately; can I go to another facility?

   Absolutely! There are passport facilities in almost every town. Below are a few closest to Leonia. For a complete list, go to travel.state.gov/Get a US Passport/Find Location to Apply.

    

6. How much does it cost to get a passport?
   Adults 16 or older: $130 Routine processing, $190 Expedited
   Minors under 16: $100 Routine, $160 Expedited

Title VI Non-Discrimination Policy

The Borough of Leonia operates its programs and services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964, as amended.  Any person who believes that she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint in writing to the Borough of Leonia.

Title VI Complaint Policy

Any person who believes she or he has been discriminated against for transit related situations on the basis of race, color, or national origin by the Borough of Leonia may file a Title VI complaint by completing and submitting the agency’s Title VI Complaint Form. The Borough of Leonia investigates complaints received up to 180 days after the alleged incident.
