NOTICE TO BIDDERS
PLEASE TAKE NOTICE that on June 14, 2023 at 10:00 .m. in the Conference
room at the Leonia Municipal Building, 312 Broad Avenue, Leonia, New Jersey, the Borough
Administrator will accept sealed bids for the erection and lease rights to an outdoor advertising sign on a portion of the premises known as Block 102, Lot 3, located at 1 Overpeck Drive North, Leonia, New Jersey 07605.
- The leased premises will consist of the area located at Block 102, Lot 3 - 1 Overpeck Drive North, Leonia, NJ. Access to the site will be provided to the Borough of Leonia during the term of this Lease for its operations that will not interfere with this Lessee's rights to utilize the area under this Lease.
- The Lease shall be in the form attached to this Notice.
- The term of the Lease shall be for 20 years.
- The minimum annual rent acceptable to the Borough shall be Forty Eight Thousand Dollars ($48,000.00) per year; and shall include and require the successful bidder to erect an outdoor advertising sign at no additional cost to the Borough. Rent shall be adjusted every five
(5) years by an increase of five percent (5%) of the Rent paid during the previous year.
- There shall be required a security deposit in the amount of$5,000.00. The security deposit will be held by the Borough in accordance with the terms of the lease document and will be required at time of lease commencement.
- Bidders will be furnished a copy of the bid specifications, which will include the form of sample lease, at the office of the Borough Clerk, 312 Broad Avenue, Leonia, New Jersey 07605 during regular business hours.
- Bids must be made on the prescribed official bid forms in the manner designated therein and must be enclosed in sealed envelopes being the name and address of the bidder and the name of the project "Erection and Lease of Outdoor Advertising Sign on Block 102, Lot 3 - 1 Overpeck Drive North, Leonia, NJ" on the outside and addressed to the Borough Administrator of the Borough of Leonia, 312 Broad Avenue, Leonia, New Jersey.
- Each proposal submitted under this request will be subjected to evaluation based upon the following criteria: Years of experience in the Outdoor Advertising industry and value to the Borough of Leonia. Each proposal shall specify the Bidder's ability to obtain a permit from the NJDOT for an Outdoor Advertising Sign on the Property. Any Bidder who cannot demonstrate the ability to obtain such a permit may be disqualified
- Said Lease rights will be let to the bidder(s) in accordance with the provision of
N.J.S.A. 40A:12-14 and 24, with reservation of the right to reject any and all bids in the sole discretion of the Governing Body of Leonia.
- The Mayor and Council reserve the right to waive any informalities or to REJECT ALL BIDS.
- Bidders are required to comply with the requirements of N.J.A.C. 17:27 (P.L. 1975, c. 127) as same may be amended from time to time.
